Sheep are driven by sheep dogs. Hence more accurate to say: "Believers are like sheep--driven by any sheep dog that herds them towards the shepherd's goal" OR more colorfully: ..."nips at their heels."

Sheep see the dog as a predator, or danger, so they band together for protection and move away from the danger. By controlling the dog, a shepherd actually controls the flock

In short, sheep don't follow dogs!
